Some of these deals are made with the approval of the Service Provider, but others are from dealers who sell the handset and sim separately. This is not approved of, and there are rumours that customers of such "split packs" could get their account cancelled. I don't think this has ever happened, but if you are worried, confirm that it isn't a split pack you're buying from.
